It appears that Verizon is shuttering its CDMA network, including 3G, at the end of 2019. Link to announcement.
Does anyone know if there's a loophole allowing M2M devices like the XTV modems to continue operating past that deadline?

There isn't a loophole that we are aware of. Verizon is pushing hard to move 2G and 3G off their networks so the reclaimed bandwidth better utilized by 4G and 5G technologies.
