Possible to use a terminal for DRY CONTACT TO GROUND?

My background is programming and fairly new to electronics. I've recently been tasked to produce a program that can take a signal through a terminal and toggle the circuit between open and closed. Not necessarily read the signal, but allow it to open and close that circuit in order to power a relay on/off. Again, my forte is not electronics so I may not be explaining myself well enough. The modem we use for communication (Microhard Bullet-LTE) is capable of doing this. Here's an excerpt from the manual. 

I/O 1 - 2
(Output)
Open drain drive to
ground
Idc —- 100 110 mA
Maximum open circuit
voltage applied
Voc —- 3.3 30 V
Typical application is to drive a relay coil to ground

The datalogger can source/push a voltage out to drive a relay.

If you need to 'sink' a current with the datalogger as you described, a relay would need to be placed between the datalogger and the other device.

Part number 7321 is a solid state relay that would work.
