Cr1000 communication via radio and gprs

I need to stabilish UHF and GPRS communication to a CR1000.

I mean it must transmit DATA to a control tower (airport) via radio in real time, and thansmit every 15m min or 1h to a Data Center.

is it possible to stabilish two connection? How to setup it?
